The ideas set out in this paper reflect the general consensus in the international water ‘community’ that the importance of water resources as a weapon in the war against global poverty must be demonstrated and highlighted more effectively.
SWELL is about better participatory planning to use water to reduce poverty and to increase water security for households and villages. The SWELL Objective is to Develop a practical tool to better secure water supplies to meet livelihoods based needs.

This book reviews experience worldwide of the social, environmental, technical and policy issues of using recycled urban wastewater for irrigation. Although wastewater may carry health and environmental risks, it is a low-cost alternative to conventional irrigation water.
